Police Department
1,000–1,500 officers. A city of 1.9 million needs a real police department, integrated with .nw identity.
Origin Police Department serves a daytime population of 1.9 million — comparable to Boston Police's ratio. Full city police structure: patrol, detective bureau, internal affairs, forensics, narcotics, specialty units.
1,000–1,500 officers
Patrol stations at multiple tiers — Foundation, every other skybridge tier, Apex. Vertical patrol units that move between tiers via dedicated police elevators with priority routing. Detective bureau in a Pillar with full forensics lab. 24/7 dispatch integrated with Fire and EMS.
Every person inside has a verified identity
Integrated with .nw identity verification at every transit point. Every person inside Origin has a verified identity tied to their location at all times. Anonymous movement above the Foundation public concourse is structurally not possible — the elevators check identity, the skybridge transit checks identity, the residential floors check identity. This is a security model and a privacy problem at the same time.
Vertical beats
Officers patrol vertically as well as horizontally. A beat covers a tier across multiple structures rather than a few city blocks. Response times measured in elevator-floors rather than street miles. Average response within Origin: under 90 seconds anywhere in the formation.
The full specialty stack
Detective bureau (homicide, financial crimes, cyber). Internal affairs. Forensics. Narcotics. K-9. Tactical/SWAT (counter-terror coordination with Defense). Marine unit (the buffer zone water reservoirs). Aviation unit (helicopter patrol). Traffic and transit (HSR, internal). Behavioral health response.
Identity-based access without surveillance state
The hard problem: identity verification at every transit point creates either security or surveillance, depending on architecture. Origin's privacy stance — to be designed carefully — places identity verification at the transit gate but does not log location continuously. The system knows you entered the Crown tier; it does not log every floor you visited within. Pending Privacy architecture committee.
