בן שמעון וחיה. נולד בשנת תש"א (1941) בעיר סלה אשר במרוקו. בן עשר היה כשעלתה המשפחה לארץ בשנת 1951. יוסף למד בבית הספר היסודי על שם דויד ילין ולאחר שסיים בו את לימודיו למד את מקצוע הדפוס בבית הספר המקצועי "ברנדייס". היה חבר בתנועת "הנוער העובד והלומד". עבד כדפס ובמקצוע זה מצא את לחמו. באוגוסט 1959 גויס לצה"ל. לאחר שגמר את שירותו הסדיר היה יוצא לשירות מילואים מדי היקראו ובמסגרת זו נמצא גם בעת מלחמת ששת הימים, אשר באחד מקרבותיה נפל כאיש גייסות השריון בהפגזת האויב שבאה עם כיבוש מוצב בידו שבסביבות ירושלים. ביום כ"ז באייר תשכ"ז (6.6.1967), הוא היום השני לקרבות. הניח אשה ובת. הובא למנוחת עולמים בבית הקברות הצבאי שעל הר הרצל בירושלים. מפקד יחידתו במכתב התנחומים למשפחתו מציין כי יוסף "לחם בגבורה כיאה לחייל עברי ביחידתו".
