Officials stressed that the images were not authorized for publication and said their inclusion was accidental.
“We want to ensure the public that this was not intentional, and that these materials were not approved for inclusion in the Recreation Guide,” the statement said.
An assistant city manager described the images as adult content ads that somehow made it into the guide, according to the San Bernardino Sun. The manager added that only a limited number were sent out.
The issue prompted an immediate response from city leaders, who suspended any additional distribution of the guide while an investigation was conducted. The review is being carried out with the city’s publishing and printing partners to determine how the content made its way into the final product.
The images sparked concern among residents because the guide is often viewed by families and children.
“We sincerely apologize to our community, especially to families and children who may have been affected,” officials said. “This content does not reflect the City’s values, and we take this matter very seriously.”

Residents seeking information about city recreation programs can still access a corrected version of the guide online. Officials said a version that does not contain the inappropriate material has been made available through the city’s website while the investigation continues.
