Emergency services were called to the blaze in Mason Street at about 20:30 BST on Friday.
Firefighters entered the property and rescued the children but two boys, one and three, died at the scene.
West Midlands Police said a woman in her 30s was detained on suspicion of causing or allowing the death of two children and remains in custody.
