Gloucestershire police said the men were detained on suspicion of offences under the Explosives Act, and that bomb disposal experts were investigating
Assistant Chief Constable Richard Ocone said police got a call at about 12.45am regarding three suspicious vehicles near RAF Fairford.
He said the men have been taken into custody and that police are working along with counterterrorism police.
