Kazakh vice-minister Bakhtiyar Mukhametkaliyev says his country envisions connecting mainland tech companies with Hong Kong financial tools
2-MIN READ2-MINLam Ka-singPublished: 5:04pm, 9 Sep 2026Kazakhstan has signed a memorandum of understanding with Hong Kong’s transport authorities to establish a laboratory and discussed the low-altitude economy to help manage traffic jams.
Bakhtiyar Mukhametkaliyev, Kazakhstan’s vice-minister of artificial intelligence and digital development, told the South China Morning Post on Wednesday about discussions with the team of Hong Kong’s Secretary for Transport and Logistics Mable Chan on the sidelines of the Belt and Road Summit in Hong Kong.
“In Hong Kong, I signed the memorandum agreement about launching the ... laboratory with the [Transport and Logistics Bureau] of Hong Kong,” Mukhametkaliyev said.
“We discussed the low-altitude economy … we tried to exchange knowledge about the management of traffic jams.”
He noted that Hong Kong actively implemented low-altitude economy initiatives, such as drone delivery and autonomous taxis.
Mukhametkaliyev added that Kazakhstan aimed to connect mainland Chinese technology companies with Hong Kong financial tools.
“Hong Kong has good financial tools, good experience,” he said, adding that if his country cooperated with mainland Chinese big tech firms, for example, the country could use Hong Kong’s financial tools to realise projects in Central Asia.
