Hong Kong’s leader says releasing both documents together will show how the five-year plan sets direction and the policy address implements it
2-MIN READ2-MIN ListenMatthew ChengPublished: 5:05pm, 26 Aug 2026Hong Kong will unveil its first five-year plan and annual policy address on September 16, the city’s leader has announced, as he visited grass-roots residents and inspected community services to gather public views.
“The five-year plan draws the eyes of a dragon, while the policy address draws the entire dragon,” Chief Executive John Lee Ka-chiu said after visiting Un Chau Estate in Sham Shui Po on Wednesday.
“Members of the public may not fully understand [their connection]; after careful consideration and to help everyone better understand their interconnected relationship, if the public can look at the two documents together, they will see how the five-year plan sets the directional requirements and guidance, and how the policy address formulates policies and implements the direction of the blueprint.”
Lee said he would present both documents at the Legislative Council and attend a question and answer session the following day to respond to lawmakers’ questions.
He made the remarks after visiting grass-roots residents and inspecting community elderly services as part of public consultations ahead of his annual policy address, pledging to ease the burden on older people and their carers to support ageing in place.
“Enabling elderly people to live healthily and with dignity in familiar communities is an important direction of our elderly care policy,” Lee said in a social media post after the visit.
“My team and I will continue to promote the integration of medical care, rehabilitation, community support and technology applications, so as to reduce the burden on the elderly and their carers.”
