A source inside City Hall revealed to the California Post that hazmat teams are investigating the incident and that several floors have been closed off to safeguard employees.
Police report there is no active threat to the public.
The LAPD Hazardous Materials team is taking over the investigation to analyze the substance and determine where it came from, according to NBC.
