AP Linman had previously handed proponents of the toll — including Kathy Hochul, the MTA and transportation advocate groups — a temporary restraining order to keep the cameras on, but the new ruling puts an end to Duffy’s attempt to kill the tolling agreement through a series of letters and threats sent last year.
