A Silver color metal and enamel device 1 1/8 inches (2.86 cm) in height overall consisting of a shield blazoned: Gules, a lion passant guardant above two points issuant from base Argent. Attached below and to the sides of the shield a Silver scroll inscribed "WAY OF THE VICTORS" in Red letters.
Scarlet and white (silver) are the colors of the Corps of Engineers. The lion, in the honor position, is taken from the arms of Normandy and represents combat service in that area. White (silver) has been used in place of yellow to conform to the colors of the Corps of Engineers. The points symbolize palisades, the installation of which was an important function of early Engineers.
