בן רפאל ומיסה. נולד בשנת תש"ז (1947) בבנגזי אשר בלוב. המשפחה עלתה לארץ בשנת 1949. רחמים סיים את לימודיו בבית-הספר היסודי "יונה הנביא" ולאחר-מכן למד שנה אחת בבית-הספר המקצועי "שבח" ושנה אחת נמצא בחברת-הנוער שבקיבוץ אשדות-יעקב. היה בן נאמן להוריו ואח מסור לאחיותיו ועשה הכל כדי לשפר את מצב בבית. גויס לצה"ל במאי 1965. נכון היה לפעול למען המדינה, כפי שעשה בפעולת-התגמול של סמוע, שלאחריה צוינה פעולתו לשבח. הוא לא הספיק לגמור את שירות-החובה שלו בפרוץ מלחמת ששת הימים וביום השלישי לקרבותיה, הוא כ"ח באייר תשכ"ז (7.6.1967), נפל בבאורתיים בעלותו על מוקש. הובא למנוחת-עולמים בבית-הקברות הצבאי לשעת-חירום בבארי ולאחר זמן הועבר למנוחת-עולמים בבית- הקברות הצבאי שעל הר-הרצל בירושלים.
