בנם של לאה ויעקב. יליד ירושלים, למד בבית הספר היסודי מוריה בירושלים, ובתיכון השתתף בפעולות בגדנ"ע בירושלים. נבחר להשתתף בקורס מפקדי כיתות של חטיבת גדנ"ע דרום בבסיס 606. לאחר כשבועיים מתחילת הקורס, כמה נערים מהקורס יצאו ממתקן האימונים לבריכת מים בפרדס בסמוך לנס- ציונה, חלק מהנערים טבעו וחלקם ניצלו. יוסף טבע בבריכת המים ונפטר בתאריך ה' באב תשי"ב (26.7.1952). הובא למנוחות בבית העלמין הצבאי בהר-הרצל בירושלים.
