בן חתון וציון. נעים נולד בעיראק בכ"ח בתמוז תש"י (13.7.1950), ובן ארבעים יום עלה לישראל עם הוריו. את ילדותו עבר בשכונת ימין משה בירושלים ולמד בבית הספר היסודי גורדון. בשנת 1963 עבר להתגורר בשכונת שמואל הנביא. בשנת 1968 התגייס נעים לצה"ל ושירת בחיל השריון. בשנת 1974 נעים התגייס למשטרת ישראל. הוא שירת במטה הארצי כיומנאי. ב-1980 נישא נעים לרחל, הם התגוררו בירושלים ונולדו להם שני ילדים - ערן וליאת. נעים היה, כשמו, נעים הליכות, חייכן וצנוע. בי"ג בחשוון תשמ"ו (28.10.1985) נפל רב-סמל נעים בעת שירותו. בן שלושים וחמש בנפלו. הוא נטמן בבית העלמין בהר הרצל, ירושלים. הותיר אישה ושני ילדים.
