Oslo and Utøya

A car bomb went off in the government quarter of Oslo at twenty past three in the afternoon, killing eight people.

Ninety minutes later a man in a police uniform took the ferry to Utøya, an island where the Labour Party youth wing was holding its summer camp. About five hundred and sixty young people were on it.

He shot for over an hour. Sixty-nine were killed, most between fourteen and nineteen. The youngest was fourteen.

People swam for the mainland. Campers and tourists on the far shore took their own small boats out under fire, going back and forth, and pulled dozens out of the water.

Seventy-seven people were killed in all. Norway's answer was to hold the trial in open court, broadcast, and to change nothing about how the country was policed.
