He lived alone at the Belle Haven Towers in Alexandria from about 1999 and had no family in Washington. The staff there remember a man who always had a smile and a friendly word - the very nicest, the very sweetest man, one of them said - and who came by the office with presents for them at Christmas.

He was always either in uniform or in running clothes. He was fond of a marketing consultant's small terrier and would call it the ferocious wolf when it barked at him. One day he saw her carrying the dog and stopped, worried, to ask whether something was the matter with him.

After the eleventh the office was flooded with calls from residents asking about him. Many of them worked at the Pentagon, and the staff sat there taking inventory, worrying about anyone they had not heard from.
