Carroll Hanley.
Officer Carroll Hanley was killed when he was flung off the running boards of a suspect's vehicle as it sped through rush hour traffic at Twentieth Street and Hargrove Alley in Baltimore. Officer Hanley was arresting the subject and placed him in the vehicle when the man started to drive away. Officer Hanley grabbed onto the vehicle and tried to get into the car. The driver sped down the street, weaving the vehicle in an attempt to throw him from it. While turning on Hargrove Avenue, Officer Hanley was thrown off. He was transported to the hospital, where he succumbed to his injuries. The subject was arrested a few days later, convicted of manslaughter, and sentenced to four years. Officer Hanley was a United States military veteran of the Spanish War and the Philippine Campaign and had served with the Baltimore City Police Department for 27 years.

I served 1985 to 1993. You served too, before the badge - different uniform, same idea. You go where you are sent and you do not get to pick the call.
Police Officer Hanley gave the Baltimore City Police Department 27 years.
Thank you for your service to the Baltimore community, and for your service before it. Gone but never to be forgotten.
Rest easy, brother.
— S. Vincent Anthony, U.S. Army 1985-1993
