Every business on the record gets a privacy grade.
Navigator measures how each business handles the people who visit it — how many trackers load, where data goes, how long it’s kept. The grade is public, permanent, and cannot be paid to change.
The Scale
What We Measure
Third-party trackers
We count every external tracker loaded on the site — Google, Meta, TikTok, ad networks, session recorders. Each one is a point of surveillance.
Cookie practices
Cookies used for genuine function are fine. Cookies used for tracking across sites are not. We distinguish.
Data broker relationships
We check public-record disclosures of data sales to brokers. Any known relationship lowers the grade.
Retention policy
How long customer data is kept, and whether customers can request deletion. Indefinite retention is penalized.
SSL / security hygiene
Current TLS, no mixed content, reasonable headers. Basic table stakes but still fails many sites.
Business transparency
Is the privacy policy readable by a person? Is there a contact who actually answers? Transparency raises the grade.
