Incident
Patrolman Frank McGinnis was shot and killed as he was attempting to make an arrest. At 10:00 p.m., Patrolman McGinnis and another officer spotted a local petty criminal standing next to an ice cream wagon at Fifth and Walnut Streets in Kansas City. As the officers approached the suspect, the suspect shot at Patrolman McGinnis, hitting him several times. The other officer shot the suspect once and hit him with his club when the suspect continued to resist after being shot. Patrolman McGinnis died at the scene. The suspect also died from his injuries. Patrolman McGinnis was a United States Army Philippine-American War veteran and had served with the Kansas City Police Department for over two years. He was survived by his mother, brother, and two sisters. He is buried at Bellefontaine Cemetery in St. Louis, Missouri.
