Joseph Gertrude Lockard
Incident
Night Police Chief Joseph Lockard was shot and killed while responding to a disturbance in the downtown area of the city.
As he pulled up to the scene and stepped from his vehicle the male subject opened fire on him, fatally wounding him. Despite the wounds, Chief Lockard returned fire and killed the man.
Chief Lockard had served with the Barbourville Police Department for four years.
Survivors
He was survived by his wife and six children.
