Incident

PC Francis (Frank) Hawkins died unexpectedly whilst working from home. Frank joined the Metropolitan Police on January 18th 2004, starting his career in Kensington and Chelsea and remaining through the merge to Central West Command Unit.

He had a varied police career which he often remembered with pride and an exciting story. He was present during one of the darkest days in our city’s history—the 7/7 London attacks in 2005. He went on to join his favourite posting, combining his love of motor bikes with his pride for policing, on the taskforce motorcycle unit in Kensington and Chelsea Borough. His hard work was recognised in 2011 when he received a Commissioner’s Commendation. Frank will always be remembered for his honesty, humour, and passion for his role as a police officer. Frank loved life and a spiced rum, and not surprisingly had a way of bringing people together, sometimes to his own home to sleep on the floor after a long shift. He was larger than life with a generous nature always willing to help or listen to others.

Frank made a lasting impression on all the officers he met throughout his career, and many colleagues had anecdotes demonstrating the good humour he tried to inject into every working day. Frank was remembered by officer ‘as a big, gruff bear of a man but, upon getting to know him a little, saw what a warm and genuinely kind person he was.’ While another colleague recalled ‘My favourite memory of him is him belting “Call Me Maybe” out of the car window’.

After an injury on duty, Frank began another phase in his police career looking after new recruits as they faced the first daunting days on borough. With patience and a word of encouragement Frank helped officers through their street duties. He then went on to take his last posting as MSC Coordinator looking after the volunteer special constables. Frank was a supportive presence no matter the day or night. His quick wit and unwavering patience gave him the skills he needed to support officers through some difficult times.

Above all he was a passionate family man who loved his wife Nadia and took great pride in the lives his 2 daughters Deanna and Lucia are building.
