Incident
At 10:20pm on the night of 16th May 1940, Special Constable Phillips was found lying unconscious in Stockwell Lane, near the parish hall in Woodmancote.
He was taken by ambulance to the Cheltenham General Hospital but died shortly after admission.
Hubert had joined the Special Constabulary in December the previous year.
He had suffered from chest problems since being gassed while serving in The Great War with the Worcestershire Regiment, though an inquest returned a verdict of death through natural causes.
SC Phillips left a widow and a 15-year-old daughter.
