Incident

Shot in the chest and killed as he leaned in through an open window and attempted to disarm a man in a car who had earlier been chasing and shooting at people in the street.

PC Dibell had been at home, off duty, in Clacton-on-Sea when he became aware of a firearm being discharged nearby and immediately went to investigate, returning briefly to pick up his warrant card and mobile telephone before confronting the suspect. Essex Police awarded a High Commendation, the highest honour the force can bestow.

Posthumously awarded the George Medal for Gallantry.
