Incident
Patrolman Peter Fromm succumbed to a gunshot wound received 14 months earlier while attempting to arrest two men. On November 30, 1923, Patrolman Fromm was arresting a subject for public intoxication and wielding a knife at Central Avenue and 30th Street in Cleveland. Another man attacked him to prevent his friend from being arrested, and a scuffle ensued. Patrolman Fromm was attacked, stabbed, and sprayed with his own mace. While he was on the ground, one of the suspects gained control of his revolver and shot him in the groin. He never recovered from the wound and died 14 months later. The suspects were originally convicted of shooting to kill and were never charged with murder because Patrolman Fromm died more than one year after the shooting. Patrolman Fromm had served with the Cleveland Division of Police for four years.
