Incident

Officer Phillips was killed when he was struck by a vehicle at the scene of another traffic accident between Avondale Estates and Lithonia. Officer Phillips and his partner had just terminated a police pursuit after the suspects vehicle crash. As both officers were arresting the driver they were both struck by a oncoming vehicle. Officer Phillips was taken to Wesley Memorial Hospital where he died an hour after arriving.

Survivors

Officer Phillips served with the Dekalb County Police Department for four years and was survived by his wife and daughter.
