בן מרים וישראל. דב נולד בפולין בז' בטבת תרע"ב (28.12.1911). המשפחה עלתה לישראל בשנת 1924 והשתקעה ברמת גן. משבגר דב נישא לסלי. נולדו להם שלושה ילדים - מרים, ישראל-יצחק ואילנה. דב התגייס לשירות בתי הסוהר בחודש יולי 1949. עם הזמן עבר קורס קצינים ועד שנת 1967 הוא שירת במתחם הנציבות בירושלים בתפקידי רמ"ח אפסנאות, רמ"ח תעסוקה (והכשרה מקצועית) ובתפקידו האחרון שם - אחראי הביטחון. בשנים הבאות שימש מנהל בית הסוהר מעשיהו, ואחר היה מנהל בית הסוהר אשמורת. במהלך עבודתו בשב"ס נשלח דב להשתלמויות רבות, בהן ניהול מפעלים והתמחות במודיעין. הוא ענד את אות הוותק, ודרגתו האחרונה בשב"ס הייתה סגן-גונדר. ביום שישי כ' בטבת תשל"ב (7.1.1972) נהרג סגן-גונדר דב בתאונת דרכים בצומת שער הגיא. בן שישים בנפלו. הוא הובא למנוחת עולמים בבית העלמין בקריית שאול, תל אביב. הותיר אחריו אישה ושלושה ילדים.
