בנם של ח'זראן ואסמאעיל. קאסם נולד בשפרעם ביום 11.2.1944. הוא למד בבית ספר יסודי בכפר. בשעות הפנאי אהב לשחק כדורגל. קאסם התגייס לצבא כמו שאר חבריו הדרוזים. ביום 7.7.1977 הוא התגייס למשטרת ישראל והיה לחוקר, ואחר כך לשוטר תנועה. במהלך שירותו הוכיח יכולת טובה, ואף עבר בהצלחה את בחינות הבגרות. הוא הצטיין באומץ ליבו ובכושר מנהיגות, וחלם על קריירה מזהירה במשטרה. רב-סמל ראשון קאסם נפל בעת מילוי תפקידו ביום 10.2.1992. בן ארבעים ושמונה בנפלו. הוא הובא למנוחת עולמים בטקס רב משתתפים בבית העלמין בשפרעם.
