בן דבורה ויצחק קוג'וקרו. חיים נולד ברומניה בי"ט באייר תרצ"ט (8.5.1939). הוא עלה לארץ ב-1950, אחרי מלחמת העולם, גדל והתחנך בטירת כרמל, במחנות עולים. חיים סיים לימודי תיכון בטירת כרמל, התגייס לצבא ושירת בתפקיד מכונאי רכב. במהלך שירותו השתתף במלחמת ששת הימים ובמלחמת יום הכיפורים. לאחר שחרורו מהצבא התגייס חיים למשטרה. הוא עבר קורס שוטרים בשפרעם. בהיותו בן עשרים ושש נישא חיים למריאנה. הם התגוררו בנהריה והביאו לעולם שני ילדים - דורון ויריב. חיים היה איש משפחה נאמן, אדם סבלני, ישר, רגיש וחרוץ. בי"ז בכסלו תש"מ (7.12.1979) נהרג רב-סמל חיים בעת מילוי תפקידו במשטרת התנועה של מרחב הצפון, כשעמד במחסום ביקורת שגרתי בכביש עכו – צפת ורכב שלא ציית לחוקי התנועה פגע בו. בן ארבעים בנפלו. הוא נטמן בבית העלמין בנהריה.
