בן מסעודה וחיים. מכלוף נולד במרוקו בשנת תרצ"ו (1936). הוא עלה למדינת ישראל בשנת 1956, והוא בן עשרים. מכלוף היה עובד סוציאלי בהכשרתו. הוא נישא לרבקה (לבית קוריאט), והיה אב לעפרה, ליורם, לחיים-יהודה וליעקב. התגורר עם משפחתו בבית שאן. בחודש דצמבר 1975 התגייס מכלוף לשירות בתי הסוהר. הוא שירת בבית הסוהר שטה, בתור רכז העובדים הסוציאליים של היחידה. מכלוף תואר בפי חבריו לעבודה בתור אדם שקדן, מנומס ובקיא היטב במלאכתו. דרגתו האחרונה בשירות הייתה מישר. ביום חמישי כ"ז בניסן תשל"ח (4.5.1978) נפטר מישר מכלוף בביתו לאחר התקף לב. בן ארבעים ושתיים בנפלו. הוא הובא למנוחת עולמים בבית העלמין בבית שאן. הותיר אישה וארבעה ילדים.
